BY-LAWS OF THE EAST HUSKER CONFERENCE

 

GENERAL

 

For conference athletic events involving large crowds, the visiting team shall supply an administrator or another school official other than the coach to be responsible for crowd control. That person shall report to the home team officials prior to the game to identify himself /herself as the person so designated by the visiting team.

 

The East Husker Conference will consider any NSAA activity in which at least five conference teams participate.  The conference may suspend their sponsorship from an activity if the number of conference teams falls below four (4).

 

The East Husker Conference sponsors the following activities:

 

  1. Volleyball

  3. Basketball
  4. Jr. & Sr. Track
  5. Golf
  6. Jr. & Sr. High Art
  7. Speech
  8. Play Production
  9. Vocal Music
  10. Scholar Recognition
  11. Cross Country
  12. Quiz Bowl

 

The following conference activities will be hosted by all conference schools participating in the activity. In the event a school doesn't have proper and adequate facilities, it will be their responsibility to secure a facility at no cost to the conference.

The following conference activities will be hosted by schools having proper and adequate facilities to host such events.

 

  1. Basketball semi-finals and finals
  2. Art Exhibit
  3. Varsity Track
  4. 7-8-9 Track

In case of inclement weather or other circumstances, it will be the decision of the host school Superintendent or designee in charge of the event, as to postponement and/or rescheduling of events.


 

VOLLEYBALL

 

REGULAR SEASON

 

Volleyball games in the Conference will consist of three matches. (C Team, B Team and Varsity)  The C team and B team warm-ups will be 8 minutes (3 minutes full court each team and 2 minutes serving).  The C team and B team shall play 2 out of 3 games using rally scoring. Games 1 and 2 would be played to 25 with a cap of 27. The third game if needed would be to 15 with no cap.  There will be one minute break between games.

 

REGULAR SEASON CHAMPION

 

In order to be eligible for the East Husker Conference regular season championship a member school must compete against all members of the conference during the regular season. The Conference Champion will be determined by conference record, not to include tournament games.

 

CONFERENCE VOLLEYBALL TOURNAMENT

 

The East Husker Conference shall conduct a volleyball tournament for its member schools to be held on the Thursday & Saturday of the 15th week of the NSAA standardized calendar.  The tournament shall be played according to the East Husker Conference Volleyball Tournament Schedule found in the forms section.  The tournament director shall be determined from the conference activity rotation schedule.  (SEE APPRENDIX A)  The tournament director shall assign hosting responsibility to the appropriate schools.

 

The Conference Tournament shall be seeded on Monday morning of the 14th week of the NSAA calendar after all Saturday games and wild card points have been posted on the NSAA site.

 

The Conference Tournament shall be seeded by wild card points as figured by Nebraska School Activities Association. In case of tie/ties, the following will be used in order to seed teams.

 

A.      If two teams have identical point averages, and are tied for a seed place, and the teams have played each other, the team which won the contest or the majority of contests between the two teams in question.

B.      If the two teams have not played each other, or if two or more teams have identical point averages and are tied for one or both of the qualifying spots, the team(s) playing the greatest number of first division teams are defined will be selected.

C.      If a tie still exists, each team's wins and losses will be totaled and the winning percentages will be calculated. The team with the highest percentage based on this calculation will be chosen.

D.      If a tie still exists, the seeds will be decided by a coin flip to be arranged by the tournament director.

 

Wild card points for tournament purposes will not change for the duration of the tournament.

 

All tournament matches will be the best two out of three games played to 25 points.

ALL CONFERENCE SELECTION

 

Conference Volleyball coaches will meet and select the East Husker Conference volleyball teams during the 19th week of the NSAA standardized calendar.

 

All-Conference teams will be announced after all East Husker Conference schools have completed State Tournament competition.

 

Members of the East Husker Conference Team shall be determined by the following method

 

1.       Each coach will be allowed to nominate as many as he or she wishes.  Each coach will not be allowed to vote for the girl or girls he or she has nominated.

2.       The coaches will vote for the first team selections. After the first team is selected, those girls names on first team will be removed from the board and the second team will be selected from the remaining names on the board.

3.       Six (6) people will be selected to both the first and the second teams, and if there is a tie on the first or second team, the ties will be awarded that status.

4.       After the first and second teams have been selected, those who have received votes will be selected to the honorable mention team.

BASKETBALL

 

REGULAR SEASON CHAMPION

 

In order to be eligible for the East Husker Conference regular season championship a member school must compete against all other conference members. The conference champion will be determined by conference record, not to include tournament games.

 

CONFERENCE BASKETBALL TOURNAMENT

 

The East Husker Conference shall conduct a Basketball Tournament for its member schools to be held beginning the Saturday of the 30th week and continue through the 31st week of the NSAA standardized calendar.

 

The host school for the East Husker Conference Basketball Tournament shall be determined from the conference activity rotation schedule.  (SEE APPENDIX A)  The school hosting the semi-finals and finals shall be responsible for directing the entire tournament.

 

The Conference Tournament shall be seeded on Monday morning of the 30th week of the NSAA calendar after all weekend conference games and wild card points have been posted on the NSAA site.

 

The Conference Tournament shall be seeded by wild card points as figured by Nebraska School Activities Association. In case of tie/ties, the following will be used in order to seed teams.

 

  1. If two teams have identical point averages, and are tied for a seed place, and the teams have played each other, the team which won the contest or the majority of contests between the two teams in question.

Game Times and Brackets:

 

  1. The first game of the evening shall begin promptly at 6:00 P.M. with the exception of Site 4 which shall begin at 4:30 P.M.  Warm-ups for the second game shall begin as soon as possible after the conclusion of the first game.
  2. After the brackets are set, the boys and girls 7th & 10th and 8th & 9th seeded teams in the tournament shall play at two different sites with the winner advancing. The site being determined on the following terms: The boy’s 7th & 8th seeded team on even years (99-00 school year is even) will host and the girl’s 7th & 8th seeded team on odd years (98-99 school year is odd) will host. "If the 7th & 8th seeded site is unavailable, the games shall be moved to the site of the 9th & 10th seeded team."
  3. The sites for the quarter final games will be awarded to the 1st and 2nd seeds respectively.
  4. Semi-finals games start at 6:00 p.m.
  5. Consolation game will be played on the finals day starting at 2:30 p.m. with the second game starting at the conclusion of the first game.
  6. Finals will begin at 6:00 p.m.
  7. Girls & boys championship teams will be allowed to cut down nets at the conclusion of their respective championship contest.

ALL CONFERENCE SELECTION

 

Conference basketball coaches will meet and select the East Husker Conference basketball team during the 37th week of the NSAA standardized calendar at West Point.

 

  1. Each coach will be allowed to nominate as many players as he or she feels deserving of All-Conference recognition.  Coaches will not vote for players from their teams.
  2. The coaches will vote for the first team selections. After the first team is selected the coaches will re-nominate for the second team.
  3. Five (5) players will be selected to both the first and second teams. If there is a tie on the first or second team for the last spot on the team, all those tied would receive the status.

4.       Defensive team (5) is nominated and voted on. Players selected for the first and second team are also eligible for the defensive team.

  1. All players receiving at least one vote for one of the three teams is named to the Honorable Mention Team

 

 

 

 


 

WRESTLING

 

WRESTLING DUAL

 

The East Husker Conference shall conduct a dual tournament for its member schools to be held on Tuesday and Thursday of the 30th week of the NSAA standardized calendar.

 

The host schools for the East Husker Conference Dual Wrestling Tournament for Tuesday night (rounds one, two & three) will be awarded to the schools that are seeded #1, # 2 and #3.  Teams seeded 1, 6, & 7 will be at one Tuesday site; teams 2, 5, & 8 will be at the second site; teams 3, 4, & 9 will be at the third site.  The second night of the dual tournament shall be determined from the conference activity rotation schedule. Starting time is 6:00 P.M. (SEE APPENDIX A)

 

Match Times And Brackets:

 

  1. See Attached Format.

 

  1. After the brackets are set and the sites determined (SEE APPENDIX A) if an opening round host is not scheduled to wrestle at home, the matches will be rearranged so their match is at their home. Should the first night hosts be in the same brackets, the team with the highest seed will host the match.

 

Seeding:

 

  1. All conference teams shall be seeded.

 

  1. The dual tournament seeding will be based upon the individual finish of returning freshmen, sophomores, and junior from the previous years regular East Husker Conference Tournament. The following point system will be used and totaled for each team to determine seeding:

 

A.      1st place       4 points

B.      2nd place      3 points

C.      3rd place       2 points

D.      4th place       l point

 

  1. Tie Breaking for the above team seeding point system.

A.      Higher team placement in previous years Dual Tournament if tie remains

B.      Higher team placement in previous years Regular Tournament if tie remains

C.      Coin Toss

 

Tie Breaker Procedures for Dual Tournament:

 

1.       If two teams would end a dual in a tie score, a winner would be declared by using the tie breaker guidelines within the National Federation of State High School Associations Wrestling Rule Book.

 

2.       If all three teams in any pool (Tuesday or Thursday) would end the night’s competition with a record of 1-1, advancement or final placement would be declared by applying the same guidelines used in #1 above.  Once a first place team is declared, head to head competition
will be used to determine the advancement of the remaining two teams.

CONFERENCE WRESTLING TOURNAMENT

 

The East Husker Conference shall conduct a wrestling tournament for its member schools to be held the Saturday of the 31st week of the NSAA standardized calendar.

 

The site of the meet will be determined on a rotation among member schools. (SEE APPENDIX A)

 

The criteria for the conference wrestling tournament seeding meeting shall follow those suggested in the NSAA Wrestling Manual.

 

Schedule:

  1. Seeding shall take place at 8:00 a.m. on the Saturday morning of the tournament.
  2. Only individual wrestling records of .500 or above shall be seeded and the remaining wrestlers with records below .500 drawn into the brackets.
  3. The criteria for seeding shall follow those suggested in the NSAA wrestling manual.

TRACK

 

CONFERENCE TRACK & FIELD MEET

 

The East Husker Conference shall conduct a Varsity track and field meet for its member schools to be held on the Saturday of the 43rd week of the NSAA standardized calendar.

 

The site of the meet will be determined on rotation.  (SEE APPENDIX A)  The starting time will be determined by the host school.

 

If the Varsity track and field meet is cancelled for inclement weather, the meet shall be reschedule for the following Monday, i.e., Monday of the 44th week of the NSAA standardized calendar.  The meet shall start no earlier than 2:30 p.m. and only a scratch meeting will be held prior to the meet.  Any other changes shall be communicated by telephone, e-mail or other electronic means.

 

The Conference Track meet shall follow those guidelines suggested for District meets in the NSAA Track manual.

 

Entries are to be sent to the host school no later than Friday of the 42nd week 'of the NSAA standardized calendar (Reference the information sheets).

 

Events:

Heats will be determined according to the criteria for district meets as established in the NSAA Track manual.  Prior to running the relay races a check is to be made to be sure that all ten (10) schools are competing. If less than nine (9) are competing, the schools shall be reheated into one (1) heat.

7TH, 8TH & 9TH GRADES CONFERENCE TRACK & FIELD MEET

 

The East Husker Conference shall conduct a 7th grade meet, 8th grade meet and 9th grade meet for its member schools to be held on Saturday of the 44th week of the NSAA standardized calendar.  Each meet shall consist of a boys' division and a girls' division. If the hosting school does not have proper pole vault facilities a time and place will be determined by the host school. If the hosting school has proper facilities the pole vault will be held on Saturday of the 44th week.

 

The site of the meet will be determined on rotation. (SEE APPENDIX A)  The starting time will be determined by the host school.

 

If the junior high track and field meet is cancelled for inclement weather, the 7th and 8th grade portions of the meet shall be rescheduled for the following Saturday, i.e., Saturday of the 45th week of the NSAA standardized calendar at the normal starting time.  The 9th grade portion of the meet shall be cancelled.

 

Entries are to be sent to the host school no later than Wednesday of the 44th week of the NSAA standardized calendar.  A team may enter three (3) athletes per event.  Prior to running relay races a check is to be made to be sure that all ten (10) schools are competing.  If less than nine (9) are competing the schools shall be reheated into one (1) heat.  Scratches will be allowed on the day of the meet, but adds can NOT be done.

A copy of the final results shall be given to each school, to the conference secretary, and to the conference record keeper.

CROSS COUNTRY

 

CONFERENCE CROSS COUNTRY MEET

 

The East Husker Conference shall conduct a cross country meet for its member schools to be held the Thursday of the 14th week of the NSAA Standardized Calendar.  The conference cross country meet shall follow those guidelines suggested for district meets in the NSAA track manual.  Coaches must designate varsity runners prior to the meet.

 

The site of the meet will be determined on rotation among member schools that have the facilities. (SEE APPENDIX A)  The starting time will be determined by the host school.

 

Entries are to be sent to the host school no later than Monday of the 14th week of the NSAA standardized calendar.

GOLF

 

CONFERENCE GOLF MEET

 

The East Husker Conference shall conduct a Girls’ Golf Tournament for its member schools to be held on the Saturday of the 12th week of the NSAA standardized calendar and a Boys’ Golf tournament for its member schools to be held on the Saturday of the 44th week of the NSAA standardized calendar.

 

Participating schools will be responsible for their green fees.

 

The site of the meet will be determined on rotation. (SEE APPENDIX A)

 

 

The Conference Golf Tournaments shall follow those guidelines suggested for District tournament play in the NSAA golf manual.

MUSIC

 

CONFERENCE VOCAL MUSIC CLINIC

 

Each year the conference shall conduct a vocal music clinic for its member schools to be held during the 19th week of the NSAA standardized calendar.  The concert will being at 7:00 p.m.

 

The host school for the East Husker Conference Vocal Music Clinic shall be determined from the conference activity rotation schedule.  (SEE APPENDIX A)

 

Music instructors of member schools will act as a committee to set up the music clinic. The host director is chairman. The music committee shall determine the schedule for the vocal clinic.

 

Timetable:

 

1.     August/September

a.     Conference Meeting

1.     Music Selection

6-8 Mass Choir numbers

Directors meet at Conference meeting and make music selection.

Recommended criteria for selections may include:  one or more All-State pieces, Christmas selections or a patriotic number.

Recommendations from the Clinician may also be used.

It is recommended that at least one half of the music be selected from pieces in existing

EHC school libraries and the remainder can be new purchases. 

New purchases should not exceed five pieces in any year.

2.     Host director obtains any special equipment needed.

3.     Host director requests assistance from other schools.

 

2.     October

a.     Host School

1.     Secure number of voice seating arrangement.

2.     Secure number of lunch tickets needed.

3.     Individual school select honor choir members, if determined by Directors to incorporate in concert.

 

3.     November

a.     Host School

1.     Mail out lunch tickets, schedules, homerooms, etc.

b.     Conference Clinic

1.     Choose Clinician for the next year.  Contact will be made the day of the conference Clinic, if possible, or at the earliest convenience of next years’ Host School.

 

Programs:

 

  1. The host school will be responsible for preparing the programs for the contest.

 

Clinician:

 

  1. A clinician will be hired by the conference secretary or designee. The hosting school should secure a copy of the contract from the secretary. Payment will be in accordance with the signed contract.
  2. The clinician will be hired in the fall of the year for the next year's Clinic.

 

Expenses:

 

1.       All music is to be purchased by the participating schools for their students.

SPEECH

 

CONFERENCE SPEECH TOURNAMENT

 

The East Husker Conference shall conduct a Speech Tournament for its member schools to be held Saturday of the 34th week of the NSAA standardized calendar.  If a district conflict occurs with the Saturday of the 34th week, then the Speech Tournament will be held the Wednesday of the 34th week of the NSAA standardized calendar.

 

The site of the tournament will be determined on rotation. (SEE APPENDIX A)  The events and the rules for those events in the speech contest shall be those included in the NSAA Yearbook.

 

A point system will be used to determine the first place team.  Team scoring shall include both preliminary and final round scoring.  The top three speakers from each preliminary round will be placed in the final round.

 

Preliminary Round Points:

 

Superior------------ 4 points

Excellent----------- 3 points

Good---------------- 2 points

Fair------------------ 1 point

 

Final Round Points:

1st place----------- 6 points

2nd place---------- 5 points

3rd place----------- 4 points

4th place----------- 3 points

5th place----------- 2 points

6th place----------- 1 point

 

The host school should send a letter to each conference school stating specific information about the contest by Wednesday of the 31st week of the NSAA standardized calendar.

 

Seven tournament judges are hired by the conference secretary or designee. The hosting school should secure a copy of the contracts from the secretary. Payment will be in accordance with the signed contract.

 

The host school will be responsible for preparing the programs for the contest.

 

A copy of the final results shall be given to each school, the conference secretary, conference record keeper.

 

Finances:

  1. Send a financial statement so the host school may be reimbursed for the meet.

PLAY PRODUCTION

 

CONFERENCE PLAY PRODUCTION CONTEST

 

The East Husker Conference shall conduct a Play Production contest for its member schools to be held Tuesday of the 21st week of the NSAA standardized calendar.

 

The Host School will be determined by the conference rotation (SEE APPENDIX A). The site of the contest will be the Wisner-Pilger High School Auditorium unless the Executive Committee determines otherwise.

The ranking of the Play Production shall follow the guidelines in the NSAA manual.

 

If all 10 schools are participating, competition shall begin at 8:00 a.m. If fewer than 10 schools participate, the host school may determine a different starting time.  The host school is to send a letter to each Conference school by Wednesday of Week 18 of the NSAA standardized calendar providing specific information about the contest (stage dimensions, lighting, props available, etc.).

 

Two Play Production judges shall be hired by the Conference Secretary or designee. The host school should secure a copy of the judges' contracts from the Secretary to ensure that payment will be in accordance with the contract.

 

The host school will be responsible for preparing the programs for the One-Act Play Production Contest.

 

A copy of the final results will be sent to the Conference Secretary.

 

RECEIPTS/EXPENSES:

 

  1. There is no admission charge for the Play Production contest.
  2. Wisner-Pilger Public Schools or an alternative site school as determined by the Executive Committee shall receive an annual fee of $250.

ART

 

CONFERENCE ART SHOW

 

The East Husker Conference Art Display shall be held on the Thursday, Friday & Saturday of the 31st week of the NSAA standardized calendar.

 

The host school for the East Husker Conference Art Display shall be determined from the conference activity rotation schedule.  (SEE APPENDIX A)  Times for viewing the art show will be nights of the semi-finals and finals of the basketball tournament.

 

Schools need to set up displays the Wednesday of the 31st week of the NSAA standardized calendar.  Each school is allowed to bring 2 sheets of 4' x 8' material hinged together and 1 card table.  Each school should prepare a list of students’ names and entries. This entry list should be submitted at the time the display is setup.  Award Best of Show ribbon in both junior and senior high categories will be awarded.  Judges will award 90 ribbons.  Definition of Originality is attached.

 

Two judges will be hired by the conference secretary or designee. The hosting school should secure a copy of the contract from the secretary. Payment will be in accordance with the signed contract.  The judges will be hired in the fall of the year for the next year's show.  The judges will judge the art on Thursday prior to the semi-final games.

 

A copy of the final results shall be sent to the conference secretary and the conference record keeper.


 

ORIGINALITY

 

  1. All entries submitted for the Scholastic Art Awards MUST BE ORIGINAL. Copying is not acceptable. Do not submit any work copies from published photographs, magazines or book illustrations, or other artwork. If there is any doubt to the originality of a work, the teacher should not submit it. IN SIGNING THE ENTRY FORM THE TEACHER HAS CERTIFIED THE ORIGINALITY OF THE ENTRY.  AT ANY POINT IN THE PROGRAM, IF A WORK IS FOUND TO BE PLAGIARIZED, IT WILL BE DISQUALIFIED AND ALL AWARDS WILL BE WITHDRAWN.

 

  1. No work which has been directly copied from any published source should ever be entered into a competition unless the student has creatively modified or reinterpreted the original work using the student’s own vision or style.  Only work which is the unique creation of the student should be entered in competitions.

 

Art teachers must be vigilant in making a distinction about the difference between blatant copying and inventive incorporation of borrowed motifs for a creative statement. Contemporary artists such as Andy Warhol, Robert Rauschenberg and Jasper Johns incorporate recognizable motifs and symbols into their works, adapting the image to their own creative ends.

 

Students whose desire for visual representation is limited by environment or experience may have to rely on a published image as a guide when producing a work, but the student's artwork must modify or reinterpret the original idea in order to be acceptable for competition. Henri Rousseau is an example of an artist who had to interpret secondhand the experiences of others when portraying the birds and beasts in his jungle paintings.

  1. Students should not engage in reproducing other artists' visual images for the purpose of presenting them as their own creative work in competitions.
  2. The art teacher should assume the responsibility of making the ethics of art competition known to students and to refuse to approve the entry of student work which carries any doubt as to its authenticity and originality.  Keeping this policy in mind will also help avoid copyright infringement problems for the student artist.

 

 


 

QUIZ BOWL

 

1.       Annual Quiz Bowl:  The East Husker Conference shall conduct a Quiz Bowl contest for its member schools to be held Monday of the 40th week of the NSAA standardized calendar for Senior High (Grades 9-12).  The dates and times shall be set annually on the Master Conference Schedule of Events.  The site of the Quiz Bowl shall be rotated according to the master schedule.

 

2.       Team Entries:  Each conference school may enter one Varsity and one Junior Varsity team.  Each team shall consist of at least four players.  A team roster shall be submitted before the start of the first match of competition.  This roster shall include the name, grade and team (Varsity or JV) students will be competing for.  Alternates must be delineated for each team.   No other names may be added or subtracted to the team roster once it is submitted to the Quiz Bowl Director.

 

2.1          A team member(s) from one team (JV or Varsity) of a school shall not be able to become a member(s) of the other team from the same school.

 

2.2          The four team members who start the match must be the same four members that end the match. The alternates may be substituted in a later match or later round of play, but must complete the entire game.  NO SUBSTITUTIONS ARE ALLOWED DURING A GAME.

 

2.3          A Team Captain is to be identified at the beginning of each match. ONLY the Team Captain is allowed to answer the bonus questions and ONLY the Team Captain is allowed to contest a question or an answer.  The Team Captain shall be the same person throughout the contest unless excused by the contest director.

 

2.4          Entry Deadline:  The host school shall determine a time deadline for entries and communicate the time to all conference schools.  Cancellations should never be made the day of the meet, except in the rarest of emergencies.

 

3.       Pools:  Teams in both divisions shall be divided and placed into pools of 5 teams each.

 

4.       Play:  Only four students from each team shall participate in a match. The names of the participants are to be submitted to the match moderator before the match begins.  The fifth and sixth members shall be alternates and may not be seated with the four representing a team in a match.  The four participating individuals may vary from match to match but must always be listed among the six pre-designated members of the team.  No substitutions may be made to a team during a match.

 

4.1          Matches:  Each match will 1ast 15 minutes or 40 questions (Toss-Up plus Bonus = 40), whichever comes first.

 

4.2          Rounds of Competition:  The competition shall consist of two rounds: First round is Pool Play and the second round is Tournament Play.

 

4.2.1       In the first-round each team will play 4 other teams in Pool Play matches.  At the end of pool play all the teams from both pools shall be ranked together according to win-loss percentage.

 

4.2.2       If undefeated teams are tied, the team with the higher ‘per match average’ score (total score from all matches divided by number of matches) from the first round play shall receive the higher ranking for seeding purposes in Tournament Play matches.

 

4.2.3       If after the ‘per match average’ there is still a tie, a coin toss shall determine the rank order and placement of teams for the second round of competition.

 

4.3          The second round (Tournament Play) shall consist of bracketed competition in both the Varsity and JV divisions.  The bracketing shall be done according to rank order using the same seeding procedure used in conference basketball.  The bunny bracket and 1st round matches are single elimination.  Losers of the semifinal matches will play for 3rd and 4th place.

 

4.4          The bracketed tournament play shall follow the schedule to be found in the Rules of Play of this East Husker Quiz Bowl Constitution.

 

5.       Championship Match: The championship matches in the Varsity and Junior Varsity divisions shall be played after all other matches are concluded (including consolation matches) in a venue that allows all participants at the Quiz bowl to be present and a spectator.

 

6.       Procedure & Protocol:  All rules of procedure and protocol governing play shall be published by the host school and sent to all conference schools before the date of competition.  These rules shall be reviewed briefly for all participants before the first match in the first round on the day of competition.

 

7.       Awards:

 

·        Varsity Division:  Championship plaques shall be awarded to the First, Second, Third and Fourth Place teams.  Medallions/ribbons shall be awarded individually to 6 members of both the championship and runner-up teams.

 

·        Junior Varsity Division:  Certificates shall be awarded to the First, Second, Third and Fourth Place teams.  Certificates shall be awarded individually to 6 members of both the championship and runner-up teams.

 

8.       Questions:  The Conference Secretary shall order and purchase questions sufficient in number for all the matches and rounds of the Quiz Bowl.  The host school will be the sole owner of the questions ordered and purchased in any given year.

 

9.       Lights:  Each school shall furnish competition lights consisting of two sets of four lights of different colors.  (Meet directors are reminded to remind schools to bring the competition lights to the Quiz Bowl site the day of the meet.)

 

10.    Food & Beverages:  A meal is not required but may be served at option of host school.  Concessions or beverage and snack machines should be made available.

 

11.    Room Monitors/Moderators:  Competition will necessitate 10 rooms and 10 sets of lights.  Each school shall provide two workers to help run the competition if the host school requests.  Each room will have a moderator and a timer/score keeper.  No school, other than the host school, may provide personnel for more than one of these roles in any given room.  No school should moderate or time their school’s team.  They should switch rooms with another set of workers for that match.

 


 

QUIZ BOWL RULES OF PLAY

 

1.       The game begins with the reading of the first question.   Matches will last 15 minutes or 40 questions, which ever comes first.   If the reader is reading a toss-up question when the timer signals the end of the game, the reader will stop reading immediately and no answer will be allowed.  If the reader is reading a bonus question, they will finish the bonus question and give the team answering 20 seconds to answer the bonus question; then the game is over.  If the timer signals “time is up” after a toss-up question has been correctly answered, but before a bonus question has begun, the team that correctly answered the toss-up question shall have the opportunity to answer a bonus question.

 

2.       The reader is the judge of the match and his/her decision is final.  There may be a dispute over an answer, but the reader must do what he/she feels is the best possible solution at the time.  A dispute over a question or answer can only be made by the Team Captain.  A question may be contested if it is felt the answer is totally inaccurate, but if the reader makes a decision to throw out the question or to accept an answer, HIS/HER DECISION IS FINAL.

 

3.       The competition will start with a toss-up question worth 10 points. The reader will determine who buzzed in first.  The team member who presses the buzzer first (as determined by the reader) must answer the question within 3 seconds and without consultation with teammates.  Players may buzz in before the reader has finished reading the question, but in that case the reader will stop reading and ask the player for an answer within 3 seconds.  If a player offers an answer without being acknowledged, his/her team may be disqualified from answering that question at the discretion of the reader.  Any attempt to provide an answer to the player who buzzed in by others on the team or by members of the audience will result in disqualification of that team for that question.  Sponsors and supporters must not attempt to mouth the answer to a competitor.

 

3.1          After the question is read 10 seconds will be allowed for an answer with the c1ock stopping when he/she buzzes in.  After being recognized the person buzzing in will then have 3 seconds to answer or it will be considered an incorrect answer.  If the first team’s answer is wrong, the other team will have 5 seconds to provide an answer.  If no one from the second team buzzes in within 5 seconds the reader will give the answer and move on to another toss-up question.

 

3.2          When a team buzzes in to the toss-up question, only the person who buzzed in (the person whose light is on) may provide the answer.  One team member cannot buzz in and another answer.  If a team member other than the one who buzzed in answers the question the moderator shall so state, “I am sorry. You answered out of turn. The game shall continue as if it were a missed question.”  The other team will then have 5 seconds to answer the question.

 

3.3          If the person who buzzes in answers the toss-up question correctly the team will be given an opportunity to answer a bonus question worth (5) points, if answered correctly.  The reader will ask the bonus question and the receiving team may discuss the answer.              ONLY THE CAPTAIN MAY ANSWER THE BONUS QUESTION.    The Captain must answer within 20 seconds.  The timer will give a warning when 5 seconds remain.  The timer will signal; “time is up” at the end of twenty 20 seconds and no answer will then be accepted.  If the bonus question is answered correctly within the 20 seconds, the team is awarded five (5) points.  Play then continues with another toss-up question.

 

3.4          If a team answers a toss-up question incorrectly, the reader will turn to the other team and ask for an answer to the toss-up question.  Any member of the other team may answer at that time, but he/she must first buzz in as not to confuse the reader with multiple answers.  Again, only the team member that buzzed in (with light turned on) may answer the question.  5 seconds will be allowed for someone from the second team to buzz in. No discussion is allowed because it is still a toss-up question.  The reader may repeat the toss-up question for the second team only if the first team buzzed in before the question was completely read.  The timer will begin the ten (10) second timer when the reader completes the question.  If the question was completed before the first team buzzed in and answered incorrectly, it will not be reread.  In this case the 10 second timer will begin when the reader pronounces the answer from the first team as ‘incorrect’ and acknowledges the second team.

 

3.5          If the moderator inadvertently reveals the answer to a question after one team has given an incorrect answer, but before the other team has had a chance to answer, the moderator will read another toss-up question for the second team only.

 

3.6          The moderator will accept only the first answer given by a player.  Harmless or inadvertent embellishment of responses will not be penalized, so long as the embellishment does not make the response wrong.

 

3.7          Last names are acceptable as answers unless a first name is needed for clarification (i.e. “Roosevelt” would require either Theodore or Franklin, whereas Grant would suffice for Ulysses S. Grant).  Also, nicknames or pseudonyms that are universally known are acceptable (i.e. LBJ for Lyndon B. Johnson, or Mark Twain for Samuel Clemens), unless an exact answer is called for.

 

4.       The scorekeeper will keep score on the official score sheet.  The score sheets will be turned in by the official scorer to the Quiz Bowl Director.  The team with the most points at the end of 40 questions or 15 minutes is the winner of the game.  If at the end of 40 questions or 15 minutes, and the game is tied, the tie will be broken with sudden death questions. The first team to answer a question correctly will be determined the winner.

DUTIES OF MATCH OFFICIALS

 

Moderator:          The moderator shall read the questions, recognize the contestant who buzzes in on a question, and determine whether the question is correctly answered. The moderator shall be the final judge on a contested question or answer, but may choose to confer with the timer and scorekeeper.

 

Scorer:                  The scorekeeper shall keep a running score on the official score sheet (provided by the tournament host).

 

Timer:                   The timer shall operate the buzzer system and keep the elapsed time for answers to be provided.

AWARDS

 

The following plaques, ribbons, medals and certificates shall be given by the Conference each year to sanctioned and championship events. The Conference president or his representative will present the championship awards at the conclusion of the championship contests.  A suitable award shall be presented to the championship school in each activity warranting such a trophy.

 

Administrators, coaches and activity sponsors retiring after 10 years of service to the Conference shall be presented a plaque and a lifetime pass. These awards of appreciation should be presented at an appropriate activity chosen by the home school to insure that the recipient is truly honored for his/her dedication and service.

 

All awards and certificates shall be purchased by the conference officers. If the conference has entered into a contract with a company for the purchase of trophies or certificates, conference officers shall honor such contracts until they expire. If no contract is in effect, conference officers shall purchase such awards from companies they select.

1.       Host schools for Conference events shall receive a host school allowance of 25% of the gross gate receipts for the event or $100.00, whichever is greater. The host school allowance shall be, used to cover the costs of workers (except for event officials and mileage as allowed in the Conference constitution or bylaws for the event), programs, hospitality, and all other miscellaneous expenses. If, after the deduction of the host school allowance and specified expenses for officials, etc., there is a positive net receipt amount remaining, the host school may take an additional allowance of 15% of the net receipts. If a host school believes that its actual hosting expenses exceed the expense allowances described above, the Superintendent of the host school may appeal to the Conference Executive Committee for additional.

The cross country starter is secured and paid by the host school.

The host shall provide all workers for the Tournament at no cost to the conference.

  10. Conference Certificates will be awarded to those selected by the judges for recognition for Superior Acting (Play Production).

  1. The enclosed press sheet may be handed out to coaches prior to their games. They are to be returned to the official scorer after each game. These stats can be used in calling the press.

MINUTES AND HANDBOOK

 

AUTHORITY OF MINUTES:

 

All rulings of the Conference as recorded in the approved minutes of its meetings together with Constitution and By-Laws, shall be equally binding upon its members.

 

DISTRIBUTION OF MINUTES:

 

Following each meeting, the President of the Conference will distribute a copy of the minutes to each conference school’s Superintendent.

 


BY-LAW CHANGE PROCEDURE

 

 

PROCEDURE

 

 

The Superintendent or his/her designee may propose a by-law change at any time.  In order for a proposal to be considered by the Executive Committee, the proposer must:

1.       Download the current by-law

2.       Mark clearly additions and/or deletions.

3.       Distribute revised by-law to all members of the executive committee by attaching proposal to an email at least one week prior to the next conference meeting.
